  I need to upload my webpages to internet. I written code using HTML and CSS with images. Guide me how to publish them please

  WordPress.com does not allow you to upload HTML files; here is a list of acceptable file types:
  https://en.support.wordpress.com/accepted-filetypes/

  You could try to transfer the content (not the full HTML) to a WordPress site.
