  Hey there,

  It sounds like you are trying to install a third party theme for a self-hosted WordPress.org blog. Third party themes can not be uploaded to a free hosted WordPress.com blog unless you have the Business Upgrade on your account. These themes are usually for WordPress.ORG installs which run on different software.

  The good news is that WordPress.COM has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
