I guess I’m not sure how this all works.
My question was that we have 3 blogs that we want to delete and the administrator listed on the account is no longer on staff….and she doesn’t remember what her login information was. The email address that we have listed is no longer in service either, so I’m wonder what we can do?

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blogs to access the blogs’ dashboard and therein lies your issue. You are not the owner of the blogs and only the blogs’ owner can delete the blogs.
Every blog has a sole owner and it is the person with the username account who registered the blog under that username account and associated email address.
You need to contact the blog’s owner and have her act on this to either login and delete the blog or to transfer the blog to another username account.
The blog’s owner must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery by providing as much information as she/he possibly can and then submit it to the Account Recovery Staff so they can contact her by email ie. not on these public support forums which are available to everyone with internet access.
