help, new here and i am not figuring it out

i followed some tutorial and it said to go to the dashboard, something about a settings and general button. it said go there now so i clicked on it and there was all this confusing explanation. i am totally lost, i have no idea where my blog is, how set it up and i have clicked on “support” and “help” several times and am just getting more confused. isnt there a step by step way to get guided through how to set up a blog?
