If you’re talking about this blog: http://almosbah.wordpress.com/ which is linked to your name, it’s deleted and you can’t add anything to it.
We can’t help you until you follow the instructions in the thread at the top of the forums called 8 Things To Know Before Posting in the WordPress.com Forums.
Also, a typical response time in a help forum is 13 hours. Don’t bump your threads if you’re impatient. It will not get you an answer faster.

WordPress.org is for self hosted blogs. WordPress.com blogs can only change the given themes.

Post the complete url starting with http://
for the specific blog you wish to upload a theme for please. -

http://wordpress.org/download/ is free software from WordPress.ORG. To use it you must find and pay for a place to host your blog.
WodPress.COM is different: here, the software and hosting is provided at no cost.
They are two very different things:

If you want to add your own theme, then buy a domain name, hire a web host (godaddy, bluehost, dreamhost, etc.), install and configure the wordpress.ORG software on that host and then you can install as many themes as you wish. Figure a cost of $10 to $25 per month depending on your bandwidth and storage requirements – more if your blog gets a lot of hits.
