  If you are talking about the empty WordPress.com site worlditechs.wordpress.com. then an upgrade to the WordPress.com Business plan is required to upload external themes.
  If you are actually talking about another site hosted elsewhere see this previous thread of yours

  Thank you for your reply, I am trying to use different domain to build another website and use the theme I have downloaded, is it still possible to do it, because, I am using the email and password which links to the website empty, maybe is not possible do I need a different account for it:) thanks again.
