  On WordPress.com, all of the most popular plugin functionality is built in automatically. If you’re looking to install a plugin to your site, the plugin you’ve found is probably for a self-hosted WordPress.org installation.

  What do you want to do that you think you need a Plugin for? things like Galleries & contact forms are built in here

  I don’t see any plugin choice on my dashboard. I’ve been watching videos on YouTube on how to build a site. I’m trying to add artwork which according to the YouTube video I need the plugin option.

  The videos you are watching are for wordpress.ORG software installs and do apply to wordpress.COM blogs.

  You are confusing wordpress.COM hosted blogs with WordPress.ORG software installs. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.   If you want to hire a web host go to http://wordpress.ORG/hosting and then you can set up a wordpress.ORG install like the one depicted in the tutorial you referred to. Then, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
