  Hi im trying to decide if we need to use a developer to create a WP site or if we can use themes and do it ourselves. Im trying to find a way to just practice WP themes for free but Ive been unable. What are the steps to do so?

  You can get a free WordPress site with a .wordpress.com subdomain. That will allow you to use the free themes that WordPress offers.
