Help – settings menu limited to "Polls & Ratings"

I’m an author on a multi-author blog. I’d like to publicize my posts to Twitter as shown on this page: http://en.support.wordpress.com/publicize/
However, when I click on the Settings menu, the only thing there is “Polls & Ratings”. There is no menu like this:

No, I’m not an admin. I’m an Author. According to the page above, publicizing should still be possible:
“For multi-author blogs, each user that wants to connect to a Publicize service will need to do so separately as well.”

Oops! you forgot to post the link to the blog in question. If it is a free hosted WordPress.COM blog and you have followed the instructions without success please contact Staff. Here’s the link http://en.support.wordpress.com/contact/ After you use the searchbox, under the search results, at the bottom of the page there will be a section that says “Have you found the answer to your question?” You can choose either “Yes I found the answer to my question.” or “No I didn’t find the answer to my question and I would like to contact support for help.” The no option will reveal the contact form.
