Help with cookies banner

  Hi, I am using a wordpress free website for the moment and am looking to add a cookies banner to the site, but I don’t seem to have theme editor on my menu!! Can someone help please?

  I have still not gotten an answer on how to add a cookies banner, it says to do it through widgets but which widget is it?? I’m confused, can someone help please?
