HELP with CSS!!!

HELPP!! So I need help with my CSS editing. I have gotten response directing me to tutorials for using CSS but it honestly has gotten me no where. Every time I try to make a code or copy a code it does not work! I want to put borders around different parts of my page ex) a solid blue border around my widgets. If someone could just give me an example of how it should look and how I should paste it in my CSS that would be greatly appreciated. THANK YOU!

The CSS upgrade is not recommended for people who don’t know how to use CSS already. You might want to think about asking for your money back, until you’ve got a solid grip on it. There is very, very little help available in the forums. Take a look through old threads and see how other people have solved similar problems, and look at their code.

well I have not signed up for the upgrade because this is a company website I am working on. Do I need to get the upgrade in order to actually use CSS editing?

Looks like a self hosted blog – using WordPress.ORG software, but with no CSS experience probably a moot point, however: http://wordpress.org/support/
This Forum is for sites hosted on WordPress.COM, things work way different from self hosted sites.
Difference: http://support.wordpress.com/com-vs-org/
