  I let my racheldukemarketing.com domain relapse, i am wanting to unlock my domain so that i can transfer the service to tiger tech.
  Please let me know if that is available to do.

  The domain, racheldukemarketing.com, expired on 28 April. Expired domains go through a process of around 90 days before it is released and you can register it somewhere else.

  If you still want to use that domain you will first need to renew it. I have restored the domain upgrades to your account so you will now be able to do that from the Purchases page:
