Help with new blog structure

I am trying to do a community watch website where the community can communicate with each other about all community problems or functions. I would greatly appreciate any suggestions as to the best and easiest way to do this. I would like to see a home page with a general welcome that always comes up when someone goes the the site. Then catagories, pages or list of post or all of the above that directs them to blogs for ther particular street or problem.
I am very new at this type of application so any not too technical help or suggestions would be greatly appreciated.The blog I need help with is: (visible only to logged in users)

You can create a static front page for your blog to provide a consistent welcome to users as they login.
From there, there’s a number of organizational techniques you can try. You might want to consider creating a category for every street/location, then create posts in each category for issues or messages that arise. This will allow users to comment on individual problems, and make things searchable and easy to navigate.

I did get a home page set. Thanks Would it be better to open this site and wait for prople to post before catagorizing or completly set up the site before inviting people? The Max number of users I would have would be 200 (very unlikely) most likely around 20 or 30 users if I am lucky. What I started were catagories that I couldn’t figure out how to control then I tried pages which worked more for me but still no major control. I believe my problem is with the basic structure of a website made with blogs. I’m learning :) thanks to you guys.

Hey Jack,
You may want to add some of your content (if not all) before inviting any users–this will give your users something to do once they arrive, and will help increase the likelihood that they will return.
