Here's how to remove the rainbow banner from the top of your Reader
-
There are many topics in this forum created by users requesting that the rainbow banner be removed from the top of their WordPress Reader. Each topic I’ve seen was quickly closed by WordPress happiness engineers, most before reaching a solution.
There are at least two ways to remove the rainbow banner. The solution involves either removing or overriding a CSS rule – neither of which is very user-friendly. I put a link to the second (more permanent) method and provided a walkthrough of the temporary method in this blog post called How to Remove Rainbow Banner from WordPress Reader (Temporarily).
I hope this helps someone.

Thanks Russell,
Another option which will prevent you from needed to edit the CSS with each page load is to install an Add-on/extension such as Stylish which allows you to make local CSS changes that only effect your browser.
You can use the following CSS in a WordPress.com specific style:
.masterbar{ background: #0087be !important; }
