  You need to have a Business Plan to upload and install custom themes and plugins,

  Though you can choose from many free themes available on WordPress.com,

  @rzsp00 noting too, you also have the option of running your own installation at another host. You would need a host first, and you’d be responsible for your own maintenance and support (though the community at https://wordpress.org/support is very helpful).
