There is no way round but iframes and other code are only possible on the Busness Plan – https://wordpress.com/support/code/
The 9 eur for a Personal Plan is if you pay monthly, 4 eur if you pay on a yearly base.
Also mind you language – https://wordpress.com/forums/topic/best-practices-community-standards/

Hi there!
Because until to try if is possible to work with iframes on external websites but because is the free version for the testing dosent let me. Stop to play with the vallues because when i came i see price for one year 4 euros per month -56% and now is 8 euros again -56%.
We’re sorry that you feel this way. Our Personal plan is priced at 9 Euros a month; however, we have mentioned that you can save 56% if you pay annually. The annual prices are discounted prices. That means, if you pay the upfront cost of the plan annually (in one go), you get the rate of 48 Euros per year, which, when calculated, comes to about 4 Euros a month, but that doesn’t mean you pay monthly.
If you want to pay monthly, the price is 9 Euros a month.
Also, you can use iframes on the Personal and Premium plans now as well, since they support installing plugins now.
You can check the features and pricing here- https://wordpress.com/pricingLet us know if you have any other concerns.

@ahmadbaig1 the documentation still refers to the Business Plan and higher.
In addition, sites with a plugin-enabled plan and activated hosting features can use the following codes:
embed, frame, iframe, form, input, object, textarea, script, style, link -
I guess there must be a few docs such as https://wordpress.com/support/code/ that need updating but it will be complicated. Complicated is how WordPress.com usually does things! Saying Personal and Premium plans after a certain date but not long time users of those plans can add plugins might not go down too well. I think I’d be annoyed if I’d paid the company for years and new users were getting a better deal than I was.

Hi Staartmees,
Thanks for pointing out that the documentation still refers to the Business plan or higher for embeds, iframes, etc.
Just a quick note to let you know that I’ve sent you an email with more details about this. Please feel free to check your inbox when you get a moment, and reply directly from the email if you have any other questions!
