I need to know if i can edit my blog with the frontpage and i need to know how?
the second thing i need to know is am i allowed to add advertisements to my blog?

If you give me a couple of minutes I provide you with some answers. But in the meanwhile “no” you cannot use FrontPage.

Although there is a forum and other bloggers may volunteer to help you if needs be, there is no staff support for css customization. There are also css resources that you can access listed in the FAQs blog.
The 15$ you pay to upgrade a wordpress.com blog enables you to to alter the appearance of your theme and but not the underlying php code. Purchasing the upgrade entitles you to customize css on one blog for one year.
On Advertising
Wordpress.com blogs are non-commercial free blogs. They are different from wordpress.org blogs and different rules apply to them. In a nutshell the answer to your question is “no” we cannot advertise on our blogs here.
There is an exception but unless you intend to attempt to qualify and pay for a VIP blog along with other very notable bloggers like Robert Scoble, etc. I’m afraid that is your answer.

However do not despair for if you wish to have a commercial blog your desire can be accommodated here.
