  Hi I created a wordpress site here about 5 years ago or it may have been on WordPress.org and it was Free so can I do that again and connect it to my WordPress.com account and not have to pay?

  Yes, if you had created it even 5 years ago, you should be able to login to the account and access it. Although, please be sure whether it was wordpress-dot-org or wordpress-dot-com, as both are different.
  If it was free, you will not be required to pay anything to connect to the account.
