Hi the plugins button do not appear in my admin section

Hi I cannot locate plugins button at my admin section I only see the button in customize website area and when I go there I cant find the option to upload word press plugins. Any help is appreciated.Thanks

You are confusing wordpress.ORG software installs and sites hosted by wordpress.COM.
WordPress.com blogs have built-in plugins only.

Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
