Hide old website with personal details without access to account or email

Hi
I am hoping to get our old site hidden (or ideally deleted, but I’ll take what I can get!)
The problem is, the person who made our site (using her own email address) is not responding to our communications, and we don’t have any of the required evidence of ownership to complete the ‘Account Recovery’ form. We didn’t pay for any upgrades to the site as far as I can tell, and the other forms of evidence will be on the original creator’s email, which we obviously cannot access.
I am hoping that because there is personal information (phone numbers and emails) on this site, it is possible to set the site to private even without this evidence of ownership.
I understand that the normal course of action for us would be to complete the Account Recovery form, however we are not even able to generate a submission without providing the evidence of ownership (which we don’t have).
Anyone have any idea of our next course of action?
