Hi!
It is not possible to install plugins on WordPress.com for security reasons so you will not see that option on the left-hand side of your Dashboard here at WordPress.com. Plugins can only be installed on self-hosted WordPress.org blogs. The difference is broken down here:
Perhaps you have a self-hosted site setup as well that you’re referring to? If not, can you let me know what functionality you were looking for in the plugin? I’m happy to provide an alternative method for achieving the function at WordPress.com!

I’ve tried using the add contact form on the edit page but when I upload it an view it fills it in with my name, email and URL

Dear Jeremy,
Thank you for your reply. This is my first web site and first use of WordPress. I have a wordpress.com site URL http://www.anthonyfisherpoet.com I want to add, at this stage, a contact me form to the contacts page. There will be other things later but I need to learn about using WordPress so one thing at a time.
Anthony

That is only because you’re logged in. If you loaded the page after you logged out of WordPress.com, that would not happen. It is the intended behavior and is meant as a convenience for a user that wants to contact you.
Your custom domain seems to be working fine, so in that regard, you’re good to go.
If you’re just starting out with WordPress.com, I recommend you go through our new user’s guide:

You’ll learn about all the best and most useful features of WordPress.com, with lots of screenshots and videos.
You can also browse our support documentation and check out the forums; you might find the answer you’re looking for:
