Home page displays static page not showing in my Reading Settings

  I’m trying to set a Home Page and everything says to go to Settings – Reading and choose ‘Your Homepage displays…’ All of that is clear and makes sense. But my Reading Settings starts with ‘Blog pages show at most’ and there is no options for ‘Your Homepage displays’.

  What am I doing wrong?

  WP.com: Yes
  Jetpack: No
  Correct account: Yes
