  It’s not clear which website you are referring to, but neither the site identified in the above post as the one you need help with, or the one chosen as your primary account website (http://www.popularappsforeveryone.com), is a WordPress.com site.

  Also, the Upstart theme is not available for use on WordPress.com websites.

  WordPress.com and WordPress.org are different versions of WordPress, with different support forums. See the WordPress.com and WordPress.org support page.
