You can change the permalink for https://steventerblanche.wordpress.com/blog-2/ by changing the link slug in the page editor:
https://en.support.wordpress.com/slugs/
However, what you see when you go to https://steventerblanchenet.wordpress.com/ is not a page at all, but your sites post feed, currently containing one blog post, https://steventerblanchenet.wordpress.com/2020/04/14/home/. If you were to publish additional blog posts on your site, they would also appear at https://steventerblanchenet.wordpress.com/, with the most recent always at the top.
It’s not possible to change the permalink for https://steventerblanchenet.wordpress.com/2020/04/14/home/ into https://steventerblanchenet.wordpress.com/, because a single post cannot be set as the site’s front page, nor can a post be converted into a page.
It sounds like you want a static front page, rather than having the front page display your posts, so the first thing you need to do is copy the content from your blog post titled “Home”, and move that to your page titled “Home”.
Then you’ll go to the Customizer at My Site ->Design ->Customize ->Homepage settings. Select the option to display a static front page, and then select your page titled Home as the front page.
