horizontal and vertical scrollbars in the <code /> sections

I would like to use both horizontal and vertical scrollbars in the <code /> sections of my code containing pages, for example:

I have seen such customizations on regular wp pages before and, also, I would like to know how can you customize the vertical scrollbar for particular pages so they show a preset number of pages

It’s possible that I can’t see the scrollbars because I’m checking from a different OS and browser. I checked with Firefox 18.0.2 and Chrome 24 on a Mac.
