This does appear to be a bug – I can understand how frustrating this must’ve been. The issue has already been submitted here
There isn’t any timeline on the solution, so it’s best to keep an eye on the link, or alternatively consider switching to a different theme short term until this gets resolved.

Although you’re using a different theme twenty-sixteen, it sounds like the issue could be similar. Have you tried switching to a different theme temporarily just to see if the issue remains?Thank you both for your patience

The problem is in widget_eu_cookie_law_widget, my blog has the same problem as you, all EU themes have the same problem. I tried changing to another theme (non-EU) and the error was resolved. I think this is a bug.

any suggestions on a theme to where I can use my own background and header??
Most of our themes will allow you to set a custom header or background image.
Themes that can have a custom header.
Themes that can have a custom background.
Feel free to browse and choose the one that you like the best.
