Know there are plug ins for wordpress.org accounts, but anyway on wordpress.com platform to have horizontal photo reel below posts? like seen on iamgalla.com

If you want to install plugins of any kind then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. Apparently you have done that.
There is no FTP access and no plugin capability on free hosted WordPress.com blogs.

Did you look at the site in question? It’s not a photo reel of things I’ve posted. It’s an assortment of images linked to another site, i.e. small thumbnails showing clothing pieces used in outfit posts.

would it be possible to insert html at the bottom of posts with a link to other site that would pull thumbnail from that linked site?

Yes. Provided you know how to use the Text (HTML) editor you can code thumbnails like that to appear at end of every post,
