  Can any template be switched between vertical and horizontal scrolling?

  There is no such thing as switching how any template is designed to function. All blogs here wearing the same themes are using the same underlying template. The templates are found on the live demo site. We cannot edit the underlying HTML and PHP for any WordPress.com hosted blogs. For that kind of access you need a WordPress.ORG software install.
