I’m a trully noob on WordPress and I would like to know if I really need a host on a Premium Plan of WordPress or WordPress provides this service. It’s not really clear to me.
The blog I need help with is: (visible only to logged in users)

No, you don’t need a host for the WordPress Premium Plan.
There are two different kinds of WordPress. One version is running here on WordPress.com where all the tech stuff (including hosting) is handled for you. The upside is they make it as easy as possible to set up and begin blogging. The downside is there are restrictions on what you can do. For example you can’t install plugins or buy a theme somewhere else and install it here.
With the other version of WordPress you have complete freedom to do whatever you want with your site. However, it’s a bit more work to set up because you have to register a domain, buy hosting, install plugins and so on. It’s based on the free software from WordPress.org: https://wordpress.org/
