  i want to design a site using wordpress templates but for now i have not purchased my domain name
  first i want to create the website in wordpress.com and then can purchase domain from any other site and still use wordpress to manage my website??

  Yes, you can create a website on WordPress.com and later use a custom domain name with it. The domain can be purchased elsewhere and mapped to your website or the domain can be purchased through WordPress.com.
