That is correct. When you register a domain with WordPress.com we are also the host. This applies to WordPress.com Personal, Premium, and Business. To figure out the best plan for you, take a look at the side by side feature comparison: https://wordpress.com/pricing/
There are 2 different versions of WordPress. What happens here at WordPress.com is a bit different than the self hosted version of WordPress. This guide outlines those differences: https://en.support.wordpress.com/com-vs-org/
