If you buy a domain and map that domain to your WordPress.COM site/blog then yes, the support is granted because your blog/site will be hosted on WordPress.COM even if you are using a domain which has been registered externally.Hope this helps :)

If your domain is registered with us, we can still help you with the domain, i.e. renewing, transferring, DNS changes, etc. But if your site itself is hosted with a different provider we won’t be able to help with your site – if you’re hosted somewhere else it means your site’s files are not on our servers so we won’t have any access to them.
Self-hosted sites also use a different version of the WordPress software we use on WordPress.com, making it difficult for us to provide the support you’ll need. Some hosting providers have hosting plans that include support of the WordPress software, or else there is the self-hosted WordPress forums at wordpress.org/support if you need help.
