We have everything from Free plans to Business plans that allow full customization.
If you look out our pricing page (https://wordpress.com/pricing/) you can see each plan allows for more features, more space.
Starting on the Personal plan you can have custom domains added, the Premium plan allows for CSS customization, and the Business allows plugins and Commercial/Custom themes.
The main issue will be your budget and how much flexibility you need to manage your site.

That’s correct. As long as you are set with the options that are underneath the free plan on https://wordpress.com/pricing/, you should be good to go!

This thread was being responded to correctly by koulovat and your posting into it was not required. Know that multiple volunteers posting into the same thread can lead the person who posted into it to become frustrated and even angry. When that happens they have a poor impression of our service and may even complain to Staff about the confusion they endured.

ok for example if i need to upload a modern theme for free of somebaody else website then i need the business account not the other versions as the theme i want is not from wordpress

You have been answered above and what you need to do is read what I posted.
Unless the wordpress.COM hosted site in question has an annually renewable Business Upgrade you cannot upload any custom theme or any third party theme.

WordPress.com provides hosting service and it’s different from WordPress.org.You can start out with WordPress.com free service which would look like yoursitename.wordpress.com. Later on, you can upgrade to a paid plan to remove the WordPress so your site looks like yoursitename.com
