  I would like a refund of $59 +$32 overdraft fee. This website has not been used. The company who was supposed to build my website the binary design did not complete my website and it is a mess. It’s not in use, I wish not to invest in it anymore.

  Are you sure that charge was made by wordpress.com as it seems your account hood21vibes doesn’t have a site running on the wordpress.com platform.
  If and only if that charge was made by wordpress.com, you can check it at https://wpchrg.wordpress.com/.
  If and only if that charge was made by wordpress.com, only the owner is able to cancel a purchase. So you must be logged in to the account owning that site.

  I took a look, and it doesn’t look like there’s any history of purchases, transactions, or billing activity under the account you’re currently logged into, so we’re limited to what we can help with and advise here.
