Yes. You can purchase your own custom domain URL via a domain mapping upgrade.
Before you go ahead with this please read this section very carefully > Domains – Important Notes Before Upgrading
http://en.support.wordpress.com/domains/#important-notes-before-upgradingIn order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from http://en.support.wordpress.com/register-a-blog/ and the domain name you desire must be available for purchase, or you must already own the domain URL.
After you have registered a .wordpress.com blog you log in as Admin under the exact same username account that registered the blog and purchase a domain name by purchasing an annually renewable domain mapping upgrade for the blog from the blog’s dashboard at > Store > My Upgrades.

I do not want users to click my URL and be re-routed to the something.wordpress.com URL. Is that what you’re saying is possible with the upgrade?

If you purchase a URL like mine http://onecoolsitebloggingtips.com click that link and see what happens.
Then click this underlying .wordpress.com blog URL too http://onecoolsite.wordpress.com and see what happens.
It does not matter which one you use because the domain mapping does exactly what it is supposed to do and seamlessly redirects from the underlying .wordpress.com blog URL to the domain URL at http://onecoolsitebloggingtips.com
