  I would like to know the following regarding wordpress.com

  – If i purchase a hosting package from wordpress.com can i at a later date downgrade or upgrade?

  – Can i only upload themes purchased from a 3rd part on the Business hosting package?

  The blog I need help with is: (visible only to logged in users)

  Yes, you can upgrade or downgrade at any time.

  Can i only upload themes purchased from a 3rd part on the Business hosting package?

  That’s correct. You can only upload your own themes with the Business plan. The Premium plan gives you access to unlimited premium themes, but does not allow you to upload your own themes.
