Hosting configuration is stuck in ‘connecting’ state.

Our plan expired so we renewed it and try trying to go through the steps of enabling hosting configuration and restoring a backup.
When I clicked ‘active’ on the hosting configuration page, it shows a message ‘Please wait while we active hosting features’ for the past few hours.
And when I try to load Jetpack VaultPress Backup it says ‘Jetpack connection has failed’.
What’s going on and what can we do to restore the site?
We don’t want to lose any of our backups and need the original site back up and running.WP.com: Unknown
