I’ve started building a website on my own for my group. I would like to upload all the files that make my website up, and finish my work, using your site building system to finish the site, if I can. Is there a way for me to FTP, or upload my files to my account to have it hosted on WordPress? Once I do upload my site, Is ther a way for me to set up a system where I can set up a login system for people to see the information on the site, and a disscussion board where people can start a topic, and others can reply to the topic, like the Facebook wall?

Another approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.
We also have a single chatbox widget that will operate on WordPress.COM hosted sites. The Tlk.io widget allows you to embed a web chat in your WordPress.COM hosted blog. http://en.support.wordpress.com/widgets/tlk-io-widget/ There are no other chat options I know of that work on WordPress.COM blogs at this time.

Know that WordPress.COM and WordPress.ORG are completely separate and different and you can read the differences here http://en.support.wordpress.com/com-vs-org/
Here at wordpress.COM you cannot create accounts and issue passwords for others.

There’s always an exception of course, and in this case it requires upgrading the site to a WordPress.COM Business plan so you can install the required plugins.
Blogger installed plugins and third party or custom themes cannot be used on WordPress.COM hosted sites unless you have a Business Plan.
