Hosting, Newbie needs guidance!

Would like to start a website that is a local information/news source for my city. Most of the website will be articles, information listings etc. I also plan on having a page where reviews can be left for restaurants, and another page where reviews can be left for local schools. Would like to have space for advertisements etc.
I used to have a blogger blog, i found it very easy to install templates, and “widgets” etc, but I did not like that blogger “owned the content”. I am starting a new website and I am very interested in using a wordpress interface.
I bought the domain on godaddy, godaddy has called and emailed and said i could buy hosting from them for wordpress? Is this a good way to go?
I am not sure how to proceed. I have an idea of templates I like, I know what I want my site to look like and the functionality of it but I have ZERO experience with word press and using it with self hosting.
Is wordpress fairly easy to install templates and plug ins or Should I hire a professional to help me out?(on a limited budget)

Yes, you can use WordPress for your own self-hosted site, but not here on WordPress.com. You need to use WordPress.org.
