  Please, am new and want to start with a blog site, but am confused about what the plan is all about. Is it an hosting plan? If i pay this personal/blog plan, hope i wont need to host through other hosting website like bluehost and others?

  Hosting with WordPress.com is free. The different plans that we offer provide certain feature enhancements to your free hosted site:

  So, if you are interested in the Personal Plan, you will get a custom domain, no ads, live chat support, etc., but you automatically receive hosting with us since it is free.
