  Is WordPress.com Personal plan a hosting service?
  and is the hosting provides SSL already? Like secure website when user opens?

  All the WordPress.com plans include hosting and come with an SSL certificate installed.

  Generally, the Personal plan is best for any personal websites or blogs. It includes a credit for a free custom domain for the first year (if you purchase an annual plan), the removal of all WordPress.com ads, and 6 GB for media storage.
