  does the $8.25 a month include everything hosting?

  If you up grade to the Premium Plan ($8.25/month paid UPFRONT for a year), you will get hosting for a year, CSS customization abilities, a free domain, ect.

  We don’t charge for hosting at all on WordPress.com, so that is completely free. If you buy Premium, you are only paying for additional features, as outlined on the Pricing page.
