  No, hosting and upgrading WordPress.com site to premium or business plan aren’t the same thing.

On other hand, WordPress.com sites (be it on any plan) are fully hosted sites that are managed and handled by WordPress.com. WordPress.com Premium Or Business Plans are the two paid plans that WordPress.com offers.
