  Im using veggie theme, the default hover is by placing undeline, can i make it a background of red? thank you

  Via Custom CSS https://wordpress.com/support/custom-design/custom-css/ add this and adjust the color as desired:

  .main-navigation a:hover, .main-navigation a:focus, .main-navigation a:active {
      border-bottom: none;
      background: #F00;
  }
