  Before I purchase a Premium or Business upgrade to WordPress.com, will the upgrade make it possible to build hover text overlays over photos as in the following site:

  Nope. You’d have to use a theme that has that functionality built in. And you cannot use external themes.

  I’m not committed to my present theme (still trying out a variety). Do you know which theme/themes would have this functionality?
