how are view counts counted?

I understand that my own visits are not counted in stats as view counts, which makes good sense to me.
If someone else visits a wordpress blog page multiple times from the same computer (ip address), are those visits counted more than once?

Is this the final word? Someone at a remote location can run up the view counts by refreshing the page, for example? That doesn’t seem right. It seems an IP address should be counted only once, or perhaps once per day.

The wordpress stats count page views, not unique visitors, and I don’t think they count refreshes.
