How can a person leave a comment with a missing discussion module?

How can a person leave a comment with a missing discussion module that CANNOT be enabled? I followed your directions re all new posts will have it hidden and it has to be turned on. But ALL of my posts have it hidden, new and old, all the way back to 2011, and when I follow your instructions no module box appears Yes, I save my changes. Yes, I clicked discussion on the Screen Options. Help.

All WordPress blog by default have comments open on every post and page in the blog. You must have changed that.
This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.
