How can admins reset user passwords?

A user on my blog has just done something silly and disclosed his account password in an insecure setting – an email sent to multiple people. Is it possible to reset his password in some way?

That user will need to log into their account and change their password themselves via the security settings page:
https://wordpress.com/me/security/
There is no way to reset the password for someone else’s account.

On a self-hosted site you create an account for another user, and you create that account only for them to access your site.
On WordPress.com users create their own accounts, and they don’t create the account for your site, the create it for the WordPress.com platform. With that one account they can be a member of any number of sites they are invited to or create themselves.
So yes, if you want total control over the accounts of people who are users on your site you will need to go self-hosted. In this regard WordPress.com can be compared to Facebook: just like you don’t get control over someone’s Facebook account when you make them an admin on your Facebook page, you don’t get control over someone’s WordPress.com account just because you invited them to be a user on your site.
However, keep in mind that if you go self-hosted you will also be responsible for your own software updates, backups and security, and that there is no tech support for the WordPress software – even if you pay your hosting provider for support their support will be restricted to your actual hosting account, not to the software you use to build your site.
