How can everybody login to my blog ?

  I saw this login at another wordpress blog .Other users can log in and become the author. But I don’t know how to turn this thing on in my blog . Could someone possibly help me out ?

  I forgot to mention when you add some buddy to your blog
  they use there sign in information to log in to your blog…
