  For developing a custom plugin it’s best to use the open source version of WordPress, rather than the modified version we use here on WordPress.com. You can install that software locally on your computer:

  Any plugin that works on a local WordPress installation like that, and that’s compatible with Jetpack and not otherwise doing something mentioned on our incompatible plugins page, should also work here on WordPress.com:

  In order to install any plugins on a WordPress.com site, you need to be on our Pro plan. We don’t offer free trials or developer accounts for the Pro plan on WordPress.com.
